Building Safety Levy to come into effect in October 2026

Developers submitting certain residential building control applications will need to consider the new Building Safety Levy from 1 October 2026.

The Building Safety Levy (England) Regulations 2025 were made on 19 November 2025. The levy will help fund the remediation of building safety defects across England. Please see our Building Safety Levy page for further guidance.

Building Control Applications

You can make an application for Building Control Approval with Full Plans, a building notice or apply for a certificate of regularisation by downloading the relevant forms below.

Please complete the application form along with the checklist and notes and any supplementary information that may be necessary.

If the proposed development is for a new residential dwelling, purpose-built student accommodation, or, creates new or increased residential floorspace, where there wasn’t previously, the development may be subject to the Building Safety Levy. Please download and submit the Building Safety Levy Information (Application Stage) document. Please note are unable to validate an application without this information.

Upon commencement of this development Building Safety Levy Information (Commencement Stage) will also be a requirement.

Please note, a Regularisation application cannot be withdrawn, once submitted.

When submitting a reversion please provide: –

Any plans/ drawings or specifications
Structural engineers design and associated structural calculations
Photographs of the works in progress
Water Authority consultation where a build over agreement was necessary
Fire Service consultation where works were subject to The Regulatory Reform (Fire Safety) Order 2005
Site Inspection records

It’s very important that this information is provided so we review the scheme as soon as possible and issue a Completion Certificate when the time comes.

Demolition Notice

When submitting a demolition notice please provide: –

Site plan showing building or plot
Location plan of site in local area (scale not less than 1:1250)
Plan showing adjacent and opposite properties and those in close proximity (within approx. 150m)
