Taxi driver licences

As you may already know, we have moved to Milton Park near Didcot.

All taxi appointments from Friday 11 September 2015 will take place at 135 Eastern Avenue, Milton Park, Abingdon, OX14 4SB. Please ensure you arrive on time for your appointment as we will not be able to see you if you arrive late.

Knowledge test appointments will usually take place at 135 Eastern Avenue, Milton Park, OX14 4SB.

How to apply for a licence

Anyone driving a hackney carriage or private hire vehicle in the South Oxfordshire district must have been granted a licence under the provisions of the Town Police Clauses Act 1847 and the Local Government (Miscellaneous Provisions) Act 1976. In deciding whether to license applicants, the council must satisfy itself that such applicants are fit and proper persons to hold drivers' licences. All applicants who wish to apply for a driver licence must successfully complete the knowledge test before they can make the application for the driver licence. Please contact the Licensing Team to reserve a place for the knowledge test.  Once you have successfully completed the knowledge test, you will be contacted by the Licensing Team to book an appointment to submit your driver licence application.  Please find a map of the district (371.4 KB) PDF  with which you must be familiar. A non-refundable fee of £50 is payable at the time of the application. Please note that you are strongly advised to arrive 15 minutes prior to the start of the test. Failure to attend or if you arrive late will mean that you will be required to rebook and you will be required to repay the fee.

  • Disclosure & Barring Service form (DBS, formerly known as a CRB disclosure application form). Please contact the Licensing Team to obtain a form which should be completed (please see guidance notes) prior to your appointment and brought with you. Please use the Identification Checking Guidelines to ensure you bring all required documents with you to your appointment. Please note that from 17 June 2013 the Disclosure and Barring Service introduced a new Update Service to which you have the option to subscribe. Please read the DBS Update Service guidance notes for more information. If you have spent more than 3 consecutive months out of the country since the age of 10 you are required to provide a Certificate of Good Conduct.   • A full driving licence (must be held for a minimum of 12 months).
  • Valid Passport
  • Proof of current address such as utility bill or credit card statement (dated within the last 3 months)

For British applicants with no current British passport, a birth certificate showing a minimum of one parent and proof of National Insurance number is required. For non EU nationals, a permit which shows your right to work must also be produced.

All applicants must also submit a certificate of medical examination (3.7 MB) PDF duly completed by a doctor at their own registered medical practice following the current guidance. A fee will be payable direct to your doctor for this service. A certificate of medical examination has to be submitted during the application process and is valid until the driver reaches 45 years old. Thereafter a medical must be resubmitted every 5 years and this becomes an annual requirement upon reaching the age of 65.

Attendance on a Disability Awareness & Safeguarding Training course organised by Oxfordshire County council is also required, for which a non-refundable fee of £50 is payable at your first appointment. There will be a short test at the end of the course to ensure you have understood the course content. Only applicants who can show evidence of prior attendance and attainment of an equivalent course pass (83.0 KB) Word 97-2003 will not be required to complete this training (please ensure that you bring any such certificates - originals only - with you to your appointment).  You can use this link to book a course.

Applicants for whom English is not their first language may be asked to provide evidence of having gained a qualification that was taught and assessed in English. Applicants who cannot demonstrate a reasonable level of spoken English and/or a suitable qualification may be required to undertake an independent assessment of their spoken English. This assessment will be undertaken at the applicant's expense at the Council offices.

How to renew a licence

If you wish to renew an existing driver's licence, you must go through the same process as set out above and pay the same fee (69.1 KB) PDF .  However, you will not have to re-take the knowledge test.  Please complete the driver application form (218.2 KB) PDF and bring it with you to your appointment along with the other documentation list above.

Application renewals depend on the time taken to issue a disclosure by the Disclosure and Barring Service, which can be from four to eight weeks. Applicants are therefore advised to apply in sufficient time before the expiry of their current licence.
