The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P23/S3257/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 2023-01-LOC, 2023-01-01, 2023-01-02, 2023-01-03, 2023-01-05, 2023-01-06 and 2023-01-04A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P23/S3257/DIS

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans/supporting documents hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

Prior to the commencement of any site works or operations, including demolition and site clearance relating to the development hereby permitted, an Arboricultural Method Statement and accompanying Tree Protection Plan shall be submitted to and approved in writing by the Local Planning Authority.  The Arboricultural Method Statement must include the following:  (1) A specification of any pruning or tree surgery works to any trees to be retained, to prevent accidental damage by construction or demolition activities; (2) The specification and location of temporary tree protective fencing and any ground protection required to protect all retained trees in accordance with the current edition of BS 5837 ''Trees in relation to design, demolition and construction'', and details of the timing and duration of its erection; (3) The definition of areas for the storage or stockpiling of materials, temporary on-site parking, site offices and huts, mixing of cement or concrete, and fuel storage; (4) The means of demolition of any existing site structures, and of the re-instatement of the area currently occupied thereby; (5) The route and method of installation of drainage or any underground services in the vicinity of retained trees; Consideration will be made to avoid siting of utilities and service runs within the Root Protection Area (RPA) of all trees to be retained. Only where it can be demonstrated that there is no alternative location for the laying of utilities, will encroachment into the RPA be considered. Methodology for any installation works within the RPA will be provided and must be in compliance with the current edition of NJUG 'Guidelines for the planning and installation and maintenance of utility apparatus in proximity to trees'.  Thereafter the development shall be carried out in accordance with the approved details with the agreed measures being kept in place during the entire course of development.  Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.

All openings serving the development hereby approved shall be coated in solar window film, product code SHP CH 05 PS, as outlined within the the supporting documentation. In addition, openings along the north elevation shall be fixed shut. Evidence of the installation of the film coating shall be submitted and agreed in writing by the Local Planning Authority prior to first use of the development hereby approved and shall be retained as such thereafter. Reason: To protect the important species on the site, in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035.

Prior to first occupation of the development hereby approved, a light survey demonstrating that light spill from the building does not exceed 3 lux in the adjacent woodland shall be submitted and approved in writing by the Local Planning Authority. This light survey shall take place when all internal luminaires are switched on to their maximum illuminance. A lux contour plan shall be submitted as part of the survey showing the lux illuminance within the woodland at ground level, 1 metre above ground level and 3 metres above ground level, at varying distances away from the development into the woodland. Should the light survey show that the adjacent woodland is subject to illuminance in excess of 3 lux, additional mitigation and measures must be included to reduce light spill as much as technically possible. Reason: To protect the important species on the site, in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035.

Prior to the commencement of any development works, including site clearance, vegetation removal or preparatory groundworks, a construction environmental management plan (CEMP) shall be submitted to and approved in writing by the local planning authority. The CEMP shall be produced by a suitably qualified ecologist and prescribe the working methods, mitigation measures and other precautions to be followed onsite to ensure no adverse impact on Aston Rowant Woods SSSI and Chiltern Beechwoods SAC. The CEMP shall explicitly address the following Natural England requirements: i. Storage of construction materials/chemicals and equipment ii. Dust suppression iii. Chemical and/or fuel run-off from construction into nearby watercourse(s) iv. Noise/visual/vibrational impacts v. The lack of an ecological survey vi. Measures to ensure no materials, machinery, vehicles or works will encroach on the designated site Thereafter, the development shall be implemented strictly in accordance with the approved CEMP. Reason: To protect the nearby designated Aston Rowant Woods SSSI and Chiltern Beechwoods SAC, in accordance with Policy ENV2 of the South Oxfordshire Local Plan, paragraphs 174 and 180 of the National Planning Policy Framework, and the requirements of The Conservation of Habitats and Species Regulations 2017 (as amended).

No external lighting shall be installed on the site other than in accordance with details, which have first been submitted to and approved in writing by the Local Planning Authority. Details shall include location of the external lights and product specification. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies ENV1, ENV2, ENV3 and ENV12 of the South Oxfordshire Local Plan 2035.
