The proposed development, through its size, position and appearance, would result in a significant increase in built form on the site. Through the loss of established trees and the lack of scope for significant long-term replacement planting to compensate for their loss, there would be insufficient softening of the additional built form, making it appear unduly prominent in the street scene. As such, the proposal would be harmful to the character and appearance of the surrounding area within this part of the Chilterns AONB, in conflict with Policies DES1, DES2 and ENV1 of the South Oxfordshire Local Plan 2035 and Policies LCI and LCDPG of the Kidmore End Neighbourhood Development Plan and advice provided within Section 2 of the Joint Design Guide 2022.
The proposed development would result in an intensification of use of the junction between Chalkhouse Green Road and Coopers Pightle, which has substandard visibility upon egress onto Chalkhouse Green Road. As such, the proposal would result in an increased risk to highway and pedestrian safety, in conflict with Policy TRANS5 of the South Oxfordshire Local Plan 2035 and Policy LTSRU of the Kidmore End Neighbourhood Development Plan.
