The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. The development hereby approved shall be carried out in accordance with the details shown on the following approved plans except as controlled or modified by conditions of this permission: - Proposed site block plan - drawing no. P/B01 REV C - Proposed site location plan - drawing no. P/L01 REV C - Proposed site plan - drawing no. P/S01 REV D - Proposed level 1 ground floor plan - drawing no. P005 - Proposed elevations 2 N + W - drawing no. P006 - Proposed sections 1 - drawing no. P007 - Proposed sections 2 stairs - drawing no. P008 Notwithstanding the siting of the development indicated on floor plans, drawing no's. P001, P002, and P003 the dwelling and outbuilding should be sited as per the site plans, drawing no's. No development shall commence until samples of all external materials, including rainwater goods, windows and doors to be used in the external construction and finishes of the development have been submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the historic interest of the area in accordance with policy ENV7 and ENV8 of the South Oxfordshire Local Plan 2035. Related application(s): P21/S4466/DIS, P22/S0164/DIS

Prior to the commencement of development, a full surface water drainage scheme, including details of the size, position and construction of drainage works, shall be submitted to, and approved in writing by, the Local Planning Authority. The drainage scheme shall be designed to accommodate a 1 in 100 year storm + 40% CC and shall be implemented in accordance with the approved details prior to the occupation of the development hereby approved. Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035. Prior to the commencement of development, a full foul water drainage scheme shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include details of the size, position and construction of the drainage scheme, all coupled with calculations to evidence this. Thereafter the scheme as approved shall be implemented prior to the occupation of the development hereby approved. Reason: To ensure the proper provision of foul water drainage and to ensure flooding and pollution is not exacerbated in the locality in accordance with policy EP4 of the South Oxfordshire Local Plan 2035. No development shall commence until a tree protection scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" has been submitted to and approved by the Local Planning Authority. Thereafter the agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.

No development shall take place until a Construction Environmental Management Plan (CEMP) has been submitted to and approved in writing by the local planning authority. This shall deal with the treatment of any environmentally sensitive areas, their aftercare and maintenance as well as a plan detailing the works to be carried out showing how the environment will be protected during the works. Such a scheme shall include details of the following: - There should be no tracking of vehicles, storage of building materials or siting of welfare units within 5m of the bank top of the Ewelme Stream. This should be suitably demarcated, for instance by temporary Heras fencing and shown on a map or plan. - Pollution protection measures during construction, for instance from polluted runoff including fuel, oil, dust, cement etc. - Construction methods. - Ecological enhancements such as artificial bird or bat boxes. The works shall be carried out in accordance with the approved CEMP. Reason: This condition is necessary to ensure the protection of wildlife and supporting habitat and secure opportunities for the enhancement of the nature conservation value of the site in line with national planning policy. It needs to ensure that the wildlife associated with the Ewelme Stream that flows along the southern boundary of the site is protected from disturbance and pollution during construction. It is designated as a chalk river, a habitat of principle importance listed under S41 of the Natural Environment & Rural Communities (NERC) Act, 2006 and supports fish species typical of chalk rivers including native brown trout and bullhead. Our records show that the Ewelme Stream also supports water vole, a species protected under the Wildlife & Countryside Act 1981 (as amended). Therefore this is a particularly sensitive habitat that needs to be protected. This approach is supported by policy ENV3 of the South Oxfordshire Local Plan 2035 and paragraphs 170 and 175 of the National Planning Policy Framework (NPPF) which recognise that the planning system should conserve and enhance the environment by minimising impacts on and providing net gains for biodiversity.

Prior to the first occupation of the dwelling house hereby approved, the parking and turning areas shall be provided in accordance with the approved plan (P001) and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to first occupation of the dwelling house, all carbon reduction energy efficiency measures shall be implemented in accordance with the Energy Statement and SAP calculations (ref: JOB no. 900 dated 12 March 2021 and SF30671 dated 21 April 2021) hereby approved and a Verification Report shall be submitted to the Local Planning Authority and approved in writing. The Verification Report shall demonstrate (with photographic evidence) that the energy efficiency measures have been implemented. These measures shall be retained and maintained as such thereafter in accordance with the Energy Statement and Verification Report. Reason: To ensure high standards of sustainable design and construction in accordance with Policy DES10 of the South Oxfordshire Local Plan 2035.

The dwelling house shall not be occupied until two bird boxes have been erected in a suitable location on the site. Thereafter the bird boxes should be retained on site in perpetuity. Reason: To provide net gains for biodiversity, in accordance with policy ENV3 of the South Oxfordshire Local Plan 2035 and paragraph 170 and 175 of the NPPF.

The dwelling house shall not be occupied until an Electric Vehicle Charging Point has been installed. Reason: To ensure sustainable forms of transport are provided in accordance with Policy DES8 of the South Oxfordshire Local Plan 2035.
