Conditions / Refusal Reasons
The development hereby permitted shall begin no later than two years from the date of approval of the last of the reserved matters to be approved. Reason: By virtue of Section 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P20/S2897/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 002, 011, 010, 020, 18085-LO1, 18085-PP1013, 18085-PE2010-C, 18085-PE4011, 18085-PE5011, 18085-PE1011, 18085-PE1010-C, 18085-PP1030-A, 18085-PP2030-B, 18085-PP4031, 18085-PP5031A, 18085-PP1011, 8180687_6201 B, 8180687_6202 D, 32463-1, 003 rev P10, 8180687_6101 Rev B, 18085 - PP1012 - A, 0747.1.1 Rev D, 0747.1.2 Rev E and ICS-3192-SOUT-ICS-01-XX-DR-C-005 Rev P01, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Construction of the dwellings hereby approved shall not continue above slab level until details of the external materials to be used in the construction of the development have been submitted to and approved in writing by the Local Planning Authority. The written details shall include (but not be strictly limited to) a photographic example of each material, the material name and manufacturer/supplier name. Thereafter the development shall be completed in accordance with the approved details. Reason: To ensure the development is compatible with its surroundings and to preserve rural character and appearance of the area in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies H4, G2, G4 and D1 of the South Oxfordshire Local Plan 2011.

The site planting scheme as shown on the approved plan Planting Plan Proposed - 0747.1.2 Rev.E shall be implemented prior to the first occupation or use of Plots 2, 3 and 5 of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies H4, G2, G4, C4, C9 and D1 of the South Oxfordshire Local Plan 2011.

External lighting will only be permitted to be installed in accordance with a detailed external lighting scheme that shall first be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development hereby permitted. Any such lighting shall be directed downwards to prevent nuisance to adjoining residential occupiers and to prevent light spillage into the AONB and shall be turned on only during the conditioned hours of operation and remain off at all other times. The external lighting scheme shall be installed strictly in accordance with the approved details and maintained in that state thereafter. Reason: To protect the special landscape character of the AONB, the environment, local wildlife and neighbouring residents from light pollution in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking or re-enacting that Order), no window(s), door(s) or other openings other than those shown on the approved plan(s) shall be inserted in the west facing side elevations of plots 1 and 4 of the development hereby permitted. Reason: To safeguard the amenities of adjoining occupiers in accordance with policies D4 and H4 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A, B, C, D, E and F of the Order shall not be undertaken without the prior written permission of the Local Planning Authority. Reason: To conserve the landscape character of the AONB, to protect important trees on the site and to preserve neighbouring residential amenities in accordance with policies CSQ3 and CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies H4, G2, D1 and D4 of the South Oxfordshire Local Plan 2011.

The development hereby approved shall be implemented in accordance with all of the recommendations made in section 6 of the supporting Preliminary Ecological Appraisal (Ecology By Design Ltd, Updated September 2019, Project Code: EBD00621). Species enhancements (bat/bird boxes, etc.) shall be provided on site prior to first occupation of Plots 2, 3 and 5. This condition shall be discharged through the receipt of a letter from the project ecologist providing evidence that the recommended measures have been implemented in accordance with the approved details. Reason: To minimise the impact of development on, and secure net gains for, biodiversity, in accordance with Policy CSB1 of the SOCS, Policy C6 of the SOLP and paragraph 170 of the NPPF.

The tree protection details as shown on the approved Tree Survey Report and Arboricultural Method Statement and Drawing 003 P10 and Tree Protection Plan shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011

That. the development shall be carried out in accordance with the drainage details submitted with the application unless an alternative scheme is submitted to and approve din writing by the local planning authority. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

Prior to occupation of the development hereby permitted the proposed means of access onto Woodcote Road is to be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The vision splays shown on the approved plan 8180687/6101 Rev B shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the occupation of each individual plot the parking and turning areas shall be provided in accordance with the approved plan 18085-PP1012-A for that individual plot and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

A Construction Traffic Management Plan (CTMP) shall be provided in accordance with document no. Construction Method Statement Rev C dated September 2019. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
