Construction of the development hereby approved shall be completed strictly in accordance with the program of archaeological work and recommendations of the Oxford Archaeology Written Scheme of Investigation for Archaeological Excavation (October 2018 - OA ref:7198) previously approved in writing by the local planning authority under discharge of condition application ref: P18/S3721/DIS.
Within 90 days of the completion of the approved programme of work a final report for publication shall be compiled in accordance with the approved methodology and submitted to the Local Planning Authority with a copy deposited to the Oxfordshire Historic Environment Record.
Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.
The development hereby approved shall be completed strictly in accordance with the recommendations of the contaminated land reports previously approved in writing by the local planning authority under discharge of condition application P18/S3350/DIS and shall be retained in that state thereafter.
Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the dwellings hereby approved a turning area and car parking spaces shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles in strict accordance with specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of any construction. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times.
Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development, the existing means of access onto Reading Road shall be improved and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken.
Reason: In the interests of highway safety and to ensure safe access to and from the site in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
The dwellings hereby approved shall not be occupied or brought into use until the development has been connected to systems for the disposal of foul and surface water in accordance with written details that shall first be submitted to and approved in writing by the local planning authority. The drainage system details shall be informed by and (where relevant) make reference to the archaeological investigations required to be completed under condition number 3 of this planning permission.
Reason: To ensure the development is served by sufficient drainage infrastructure, to prevent pollution and flooding and to ensure features of archaeological interest that may be discovered during the construction phase of the development are investigated and protected in accordance with policies CON11, CON12, CON13, EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.
Cycle parking facilities shall be provided prior to the occupation of the development hereby approved, in accordance with details that have first been to be submitted to and approved in writing by the Local Planning Authority. Thereafter, the development shall proceed in accordance with the approved details and the approved facilities shall be so maintained.
Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.
The development hereby approved shall not be occupied until the site landscaping scheme has been completed strictly in accordance with the landscaping details previously approved in writing by the local planning authority under discharge of condition application P18/S4144/DIS and this planning permission.
In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
The development hereby approved shall be completed strictly in accordance with the site levels details previously approved in writing by the local planning authority under discharge of condition application P18/S3350/DIS and shall be retained in that state thereafter.
Reason: To ensure a satisfactory form of development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
The development hereby approved shall not be occupied until the boundary enclosures have been constructed strictly in accordance with the details previously approved in writing by the local planning authority under discharge of condition application P18/S4144/DIS and this planning permission. Thereafter the development shall be maintained in accordance with the approved details.

The development hereby approved shall be completed strictly in accordance with the Construction Traffic Management Plan previously approved in writing by the local planning authority under discharge of condition application P18/S4144/DIS.
Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
The hours of operation for construction and demolition works shall be restricted to 08:00-18:00 Monday to Friday and 08:00-13:00 on a Saturday. No work is permitted to take place on Sundays or Bank Holidays or Public Holidays without the prior written authority of the Local Planning Authority.
Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.
The hours of vehicles delivering to or carrying out removal from the site, during demolition and construction, shall be restricted to 09:15-16:45 Monday to Friday and 08:00-13:00 on a Saturday. No deliveries to, or removal from site, are permitted to take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority.
Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (as amended) (or any Order revoking or re-enacting that Order), no development as described in Schedule 2, Part 1, Classes A, B, C, D or E of that Order shall be undertaken without planning permission first being sought and granted by the Local Planning Authority.
Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the erection, construction or alteration of a gate, fence, wall or other means of enclosure as described in Schedule 2, Part 2, Class A of the Order shall not be undertaken without first obtaining planning permission for the Local Planning Authority.
Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order) no window(s), rooflight(s), door(s) or other openings shall be inserted at any time in the elevation(s) or roof(s) of the dwellings hereby approved.
Reason: To safeguard the amenities of the occupiers of adjoining properties in accordance with Policies D4 and H4 or H13 of the South Oxfordshire Local Plan 2011.
External lighting on the site may only be installed pursuant to a lighting scheme which has been submitted to and approved in writing by the local planning authority. Any such lighting shall be directed downwards to prevent nuisance to adjoining residential occupiers from light spillage.
Reason: To safeguard the amenity of neighbouring occupants, and protect local residents from light pollution in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.
The garages and car ports hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority.
Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
