Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The first floor landing windows in:
- the northwest elevation of plot 7
- the northeast elevation of plot 16
- the northeast elevation of plot 28
shall be glazed in obscure glass with a minimum of level 3 obscurity, and shall be fixed shut with the exception of a top hung openable fanlight, prior to the first occupation of the accommodation and they shall be retained as such thereafter.
Reason: To ensure that the development is not unneighbourly in accordance with Policy D4 of the South Oxfordshire Local Plan 2011, Policy DES6 of the Emerging South Oxfordshire Local Plan 2035 and policy CH C1 of the Chinnor Review Neighbourhood Plan.
Before any of the dwellings hereby permitted are first occupied, the proposed estate roads and footpaths between that dwelling and the existing public highway (including the access subject to planning permission P16/S3285/FUL) shall be constructed and surfaced in accordance with the submitted plans.
Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development, in accordance with Policy T1 of the South Oxfordshire Local Plan 2011 and Policy TRANS5 of the Emerging South Oxfordshire Local Plan 2035.
No more than 88 dwellings shall be occupied until all the proposed estate roads serving the development have been constructed and surfaced in accordance with the submitted plans.
Reason: In the interests of highway safety and convenience, ensuring safe and practical access in accordance with Policy T1 of the South Oxfordshire Local Plan 2011 and Policy TRANS5 of the Emerging South Oxfordshire Local Plan 2035.
The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority.
Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011 and Policy TRANS5 of the Emerging South Oxfordshire Local Plan 2035.
The development hereby permitted shall be implemented in accordance with the recommendations of the Ecological Assessment (report number 12161_R01b_NJ_HB) submitted with the application in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made.
Reason: To protect the important species on the site, in accordance with Policy CSB1 of the South Oxfordshire Core Strategy, Policy C8 of the South Oxfordshire Local Plan 2011, Policy ENV2 of the Emerging South Oxfordshire Local Plan 2035 and Policy CH GP2 of the Chinnor Review Neighbourhood Plan.
No more than 88 dwellings shall be occupied until pedestrian access is provided to The Carriages to the northeast of the site, and Oak Hill Park to the southwest of the site, in accordance with the submitted plans. The pedestrian access points shall be retained free from obstruction thereafter.
Reason: To facilitate integration between neighbouring development sites ensuring convenient and practical pedestrian access to local facilities, in accordance with Policy T1 of the South Oxfordshire Local Plan 2011 and Policy TRANS5 of the Emerging South Oxfordshire Local Plan 2035.
Before the occupation of any dwelling on the development hereby permitted, that dwelling shall be provided with ducting to facilitate the charging of electric vehicles.
Reason: To ensure sustainable forms of transport are provided wherever possible in accordance with Policy CSQ2 of the of the South Oxfordshire Core Strategy and Policy TRANS5 of the Emerging South Oxfordshire Local Plan 2035.
