The application site comprises an area of undeveloped land beyond the built up edge of Lower Shiplake. Due to the location of the site, the proposed development would not represent appropriate infill housing having regard to Policy CSR1 of the South South Oxfordshire Core Strategy, and the proposal would detract from the undeveloped rural character and appearance of the site and its surroundings, and would fail to conserve the landscape setting of Lower Shiplake. As such the proposal would be contrary to Policies CSS1, CSR1 and CSEN1 of the South Oxfordshire Core Strategy, Policies C4, G2, G4 and D1 of the South Oxfordshire Local Plan 2011 and Government Guidance in the National Planning Policy Framework. The development would not be easily accessible to services and facilities by sustainable modes of transport as the proposed footway would not link up to existing infrastructure and would fail to provide a safe and convenient route for pedestrians and cyclists to local services and amenities and would therefore increase the use of the private car and put further pressure on the busy classified road. As such, the proposal would be contrary to paragraphs 108 and 109 of the National Planning Policy Framework, Policies CSS1, CSR1 and CSM1 of the South Oxfordshire Core Strategy and Policies G3 and T1 of the South Oxfordshire Local Plan 2011.
