P19/S3326/DISNotwithstanding the details on the submitted landscaping drawings details of the landscaping including soft planting, street infrastructure including benches and bins and play area equipment shall be submitted for approval in writing prior to any commencement of development. In particular the following matters shall be addressed:
· Choice of street tree species and associated rooting volumes and location of services including lighting
- Details of waste / recycling facilities
· Increase in number and size of tree planting on the eastern boundary
· Reduction in the amount of proposed birch in the Public open space
· Location of benches and bins
· Equipment and safer surfaces of the LEAP
- Location of the LAP including details of boundary treatment and gate to village hall
· Appropriate size and aspect of species for garden planting
The scheme shall be implemented in accordance with a programme of implementation which shall be submitted for approval in writing prior to the commencement of development. The programme shall identify advance planting prior to first occupation, garden landscaping in accordance with occupations and the timing of the provision of open space and public realm landscaping. The approved landscaping shall be implemented in accordance with the approved programme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within five years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To enhance the environment and enable the development into the landscape and surroundings and to ensure residents have proper amenity and recreation space with Policies CSEN1, CSI1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
No development shall begin until a detailed sustainable drainage scheme, has been submitted to and approved in
writing by the local planning authority. This shall be based on the surface water drainage strategy SM560-EN-5005j August 2019:produced by Bloor Homes, sustainable drainage principles and an assessment of the hydrological and
hydrogeological context of the development.
The scheme to be submitted shall include:
(i) Detailed sustainable drainage scheme layout plan;
(ii) Detailed hydraulic calculations with consideration for the worst case 1:100 + 40% event; based upon on site
infiltration testing in accordance with BRE 365.
(iii) Details of the proposed outfall arrangement;
(iv) Drainage Construction Details;
(v) Maintenance and Management Plan covering all surface water drainage and SUDS features.
The development shall be implemented in accordance with the approved details and thereafter maintained in accordance with the approved maintenance and management plan.
Reason: To ensure the development is provides a sustainable urban drainage scheme and prevents flooding in accordance with Policy EP6 of the South Oxfordshire Local Plan 2011 and the NPPF.
No development shall begin until a detailed foul drainage scheme has been submitted to and approved in writing by the local planning authority. The development shall be implemented in accordance with the approved details.
Reason: To prevent pollution in accordance with Policy EP1 of South Oxfordshire Local Plan 2011.
Prior to the commencement of the development hereby approved samples of the materials to be used for the external walls (including boundary treatments) and roofs shall be submitted to and approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policy G2 of the South Oxfordshire Local Plan 2011.
Prior to the commencement of development of construction of any above ground elements, details of visitor cycle parking facilities including a programme for provision shall be to be submitted to and approved in writing by the Local Planning Authority, and implemented in accordance with the approved programme.
Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.
Plots identified to be Building Regulation Part M4(2) Category 2 shall be constructed to meet these standards, including the external curtilage and parking areas. Upon completion evidence of construction to this standard shall be provided to the Local Planning Authority if requested.
Reason: To ensure there is a adequate stock of properties to meet the needs of peoples with disabilities in accordance with policy D7 of the South Oxfordshire Local Plan 2011.
Prior to any dwelling hereby permitted being first occupied, the estate roads, footpaths, driveway and parking to serve that property shall be laid out, constructed, lit and drained and if required temporary or permanent traffic calming shall be put in place in accordance with the previously approved details. Prior to the occupation of the 145th dwelling the final surfacing of the roads and footways on the whole development shall be fully implemented.
Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development, in accordance with Policy T1 of the South Oxfordshire Local Plan 2011
The garage accommodation on plots 1-3 inclusive, 36 - 46 inclusive, 89 -96 inclusive, 129 and 143 -146 inclusive shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority.
Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking or re-enacting that Order), no window(s), door(s) or other openings other than those shown on the approved plan(s) shall be inserted in the Plot 147 SH02.PL-01(HOG) of the development hereby permitted.
Reason: To safeguard the amenities of adjoining occupiers in accordance with Policies D4 and H4 or H13 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of the dwellinghouse nor the provision within the curtilage of the dwelling of any building, enclosure or swimming pool as described in Schedule 2, Part 1, Classes A and E of the Order shall not be undertaken without obtaining planning permission from the Local Planning Authority on the following plots:
