The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P19/S1332/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, Sketch 005, Sketch 006, Sketch 007, 1530_P103, 1530_P104, 1530_P105, 1530_P106, 1530_P107, 1530_P108, 1530_P109, 1530_P110, 1530_P111, 1530_P100, 1530_P101 and 1530_P102, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P19/S1332/DIS

Prior to the commencement of the development hereby approved samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policy G2 of the South Oxfordshire Local Plan 2011. The development hereby permitted shall be implemented in accordance with the Recommendations contained in Chapter 5 of the Ecology Report (Windrush Ecology, March 2016) submitted with the application in all respects. In addition, to compensate for the loss of barn owl roosting sites one barn owl box should be erected in a suitable location on the site prior to the occupation of the dwelling. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. Reason: To avoid a net loss of biodiversity in accordance with Policy CSB1 of the Core Strategy and government policy as stated in paragraphs 109 and 117 of the NPPF.

No development shall take place until bat activity surveys have been completed and a report containing the results and details of appropriate mitigation measures have been submitted to and approved in writing by the Council. Thereafter any required mitigation shall be implemented as agreed. REASON: To protect the important species on the site in accordance with policy C8 of the South Oxfordshire Local Plan.

The proposed vision splay shall be formed, laid out and constructed in accordance with detailed plans which shall be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the dwelling and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved a turning area and car parking spaces shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles in strict accordance with specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

No surface water from the development shall be discharged onto the adjoining highway Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without the prior written permission of the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
