That, having regard to its form, height and prominent siting within
the countryside, the proposed tower would constitute an intrusive and
incongruous form of development which would be detrimental to the
character and appearance of this part of the countryside, which is
designated as an Area of Great Landscape Value. Therefore the
development would be contrary to the provisions of the Council's adopted
South Oxfordshire Local Plan, particularly policies G1, G15, C1 and C3.
Furthermore, the applicant's justification for the tower in this location
is not considered to be sufficient to warrant any departure from the
planning policies of the Local Planning Authority.
