The proposed development would be contrary to the provisions of the South Oxfordshire Local Plan which seek to protect the District's countryside from adverse developments and enhance the environment whenever opportunities arise (G1). Within Area's of Outstanding Natural Beauty, the primary aim is to conserve and enhance the natural beauty and special landscape quality of the area, development which would harm the beauty of the area will not be permitted. To be acceptable, development must be of a scale and type appropriate to the area and be sympathetic in terms of siting and design (C2). Extensions to dwellings will not be permitted where the scale and design of the proposal is not in keeping with the appearance of the surrounding area (H12). In this case, the existing property is a modest sized modern building, built under the Council's strict replacement dwellings policy in 1996. It lies in a loose knit straggle of residential development in a predominantly rural location. The site occupies a prominent roadside location in the North Wessex Downs Area of Outstanding Natural Beauty. The proposal to add very large extensions to either end of the property would create a more conspicuous building in the landscape and a more cramped form of development on the site. Such development would detract from the rural character of the area and the special landscape quality of the Area of Outstanding Natural Beauty.
