Conditions / Refusal Reasons
That notwithstanding any indications as to these matters which have been given in this application, no development shall be started until full details of the following have been submitted to, and approved in writing by, the Local Planning Authority:-
the siting, layout and number of buildings and the means of access thereto;
the plans and elevations of all buildings;
the colour and type of facing materials to be used for the external walls;
the provision to be made on the site for the garaging and parking of motor vehicles;
a scheme for the landscaping of the site including the planting of live trees, the treatment of forecourts and driveways, and the provision of boundary fencing and screen walling.
Reason: As the application is in outline only and not accompanied by detailed plans.
That application for approval of the reserved matters referred to in Condition 1 above shall be made to the Local Planning Authority not later than 3 years from the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.
That the development hereby permitted shall be begun either before the expiration of five years from the date of this permission, or before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.
That work be not commenced on the erection of any building until the whole of the roads and footpaths shown on the layout plan accompanying the application, and all surface water drainage works have been laid out, constructed and completed in accordance with a specification to be submitted to and approved by the Local Planning Authority.
Reason: In the interests of highway safety and convenience in accordance with policy G10
of the South Oxfordshire Local Plan.
That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the deposited plan reference 94282/921/074/1830/E and the attached specification and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification and deposited plan.
Reason: In the interests of highway safety and convenience in accordance with policy G10
of the South Oxfordshire Local Plan.
That parking for the dwellings shall be provided to the Local Planning Authority standards prior to the occupation of any dwelling and retained as such.
Reason: In the interests of highway safety and convenience in accordance with policies G11
and T9 of the South Oxfordshire Local Plan.
That no other means of access whatsoever be formed or used between the land and
St Georges Road.
Reason: In the interests of highway safety and convenience in accordance with policy G10
of the South Oxfordshire Local Plan.
That no dwelling shall be occupied until improvements to the existing foul drainage system have been completed in accordance with a scheme to be submitted to and approved in writing by the Local Planning Authority.
Reason: In the interests of public health and to avoid pollution in accordance with
policies G1 and G6 of the South Oxfordshire Local Plan.
Surface water source control measures shall be carried out in accordance with details which shall be submitted to and approved in writing by the Local Planning Authority before development commences.
Reason: To prevent the increased risk of flooding and to improve water quality in
accordance with policies G1 and G6 of the South Oxfordshire Local Plan.
That prior to the occupation of any dwelling the existing layby on St Georges Road shall be filled in, in accordance with a scheme to be submitted to and approved by the Local Planning Authority.
Reason: In the interests of highway safety and convenience in accordance with policy G10
of the South Oxfordshire Local Plan.
That the existing trees on the land shall be protected whilst development operations are in progress, in accordance with a scheme to be first agreed in writing with the Local Planning Authority and to be implemented prior to the commencement of the development.
Reason: To safeguard trees which are visually important in accordance with policies G1 and
C18 of the South Oxfordshire Local Plan.
That no development shall take place within the application area (other than the demolition of the buildings identified as such) until a staged programme of archaeological evaluation and mitigation has been implemented in accordance with a written scheme of investigation and by a professionally competent archaeological organisation which shall have been first submitted to and approved by the Local Planning Authority.
Reason: As the site is of archaeological importance in accordance with policies G1 and
CON17 of the South Oxfordshire Local Plan.
