Conditions / Refusal Reasons
That the development would conflict with the provisions of the adopted Oxfordshire Structure Plan 2011 (OSP) and the adopted South Oxfordshire Local Plan (SOLP) which seek to restrain the overall level of development; to limit residential development other than within towns or on allocated sites to upto 9 dwellings within larger villages and to resist development on the edge of villages which would extend the built up area into the countryside (OSP Policy G1; SOLP Policies G3, G5, H2, H4 and H6). The proposals include the erection of 18 dwellings beyond the land allocated for residential development in the Local Plan and in an extension of the built-up area of Crowmarsh into the countryside.

That the development would be contrary to policies of the adopted South Oxfordshire Local Plan which seek to conserve and enhance the quality of the landscape of Areas of Great Landscape Value (Policy C3); to maintain the character of the River Thames Valley and settlements (Policy C4); to resist proposals which would damage the attractive landscape setting of settlements of the district (Policy C5); and to ensure that all new development displays a high standard of design and layout (Policy G8, H11). The proposals represent an overintensive and extensive development which particularly by reason of the layout of the site; the projection of buildings, fencing and parking to the west of the allocated site; the prominence of car parking areas; and the scale and bulk of the buildings especially Units 10-36, would detract from the quality of the local landscape, be out of character with its village and riverside setting and erode the important and historic gap between Wallingford and the smaller settlement of Crowmarsh.

That the extension of building development with associated parking and enclosures towards the River Thames would detract from the setting of the Wallingford Conservation Area contrary to Policy CON8 of the South Oxfordshire Local Plan.

That adequate provision of affordable housing and infrastructure made necessary by the proposed development have not been secured in accordance with Policies H7 and G6 of the South Oxfordshire Local Plan.

That the development would not provide adequate standards of security and in particular would present opportunities for vehicle related crime and vandalism contrary to Policy G14 of the adopted South Oxfordshire Local Plan and Government advice in Planning Policy Guidance Note No 1 and Department of the Environment Circular 5/94.
