That the Tea Room (Class A3) shall not be open for business outside of the hours of 8am to 8pm on any single day. Reason: To protect local amenities and to ensure that the use is predominantly a daytime one to protect the vitality and viability of the primary shopping frontage. That, notwithstanding the provisions of Article 3 of, and Class C of Part 3 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order), no change to a use falling within Class A2 of the Town and Country Planning (Use Classes) Order 1987 shall take place, unless planning permission has firstbeen granted by the Local Planning Authority on a formal application in respect thereof. Reason: To ensure that the vitality and viability of the primary shopping frontage is preserved.
