That, having regard to the size of the site, to the relationship of the
existing outbuilding with 3 Benson Lane, and to the creation of an
external stairway and its relationship with 5 Benson Lane, the proposal
to provide a separate unit of accommodation would create an unacceptable
backland form of development and overdevelopment of the site. The
proposal would result in insufficient standards of privacy, amenity
and parking for the occupants of the new unit and 3 Benson Lane and
unneighbourly overlooking to 5 Benson Lane to the detriment of the
residential amenities of the occupants of that property. As such the
proposal would be contrary to policies G1, G11, H11 and H18 of the
South Oxfordshire Local Plan.
