That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That samples of the materials to be used for the roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To safeguard the character and appearance of the Dorchester-on-Thames Conservation Area. That development shall not begin until a detailed specification of the type, design and external finish of all windows and external doors has been submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the character and appearance of the Dorchester-on-Thames Conservation Area. That the external walls shall be stained dark brown/black. Reason: To safeguard the character and appearance of the Dorchester-on-Thames Conservation Area. That the garage accommodation shall be retained as such and shall not be adapted for living purposes without the prior permission of the Local Planning Authority. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities. That the parking space shown on the drawing accompanying the agent's letter dated 14 December 1999 shall be provided before erection of the garage and shall thereafter be kept available at all times for car parking. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities. That details of the surfacing of the drive to the garage and of the car parking area shall be submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the character and appearance of the Dorchester-on-Thames Conservation Area.
