The proposal would conflict with the advice given by Central Government
in Planning Policy Guidance Note No. 2, which defines appropriate
forms of development within the Green Belt. It allows for the limited
extension, alteration or replacement of existing dwellings where it
does not result in disproportionate additions over and above the
size of the original building. The proposal would also conflict
with the policies of the South Oxfordshire Local Plan which seek
to resist development in the Green Belt except: that which is essential
for the needs of agriculture or forestry; where the openness of the
Green Belt is not prejudiced; or the limited extension, alteration or
replacement of dwelling (GB2). Extensions to existing dwellings will
not be permitted where the amenity of occupants of nearby properties
is harmed and the scale and design of the proposal is not in keeping
with the character of the building and the appearance of the surrounding
area (H12). In this case the site is in an isolated, rural location
in a flat and open landscape of the Oxford Green Belt. The proposal
to extend and add a first floor to part of the building would more than
double the existing residential accommodation and create a more
conspicuous building in the landscape. As such the proposal would
represent inappropriate development and would detract from the open
character of land within the Oxford Green Belt. The proposed design
details are also inappropriate and would detract from the rural
character of the area. Furthermore, the bedroom windows in the north
east elevation of the building would overlook the private amenity
area of Four Winds House and detract from the residential amenities
of the occupiers of that property.
