That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That development shall not begin until a detailed specification of the type, design and external finish of all windows has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory. That at the expiry of 5 years from the date of this permission, or upon Mrs E Page vacating the property, whichever is the sooner, the garage shall be reinstated and thereafter kept permanently available for the garaging of motor vehicles, unless an application to retain the accommodation shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of highway safety and convenience and beacuse permission is given only in view of the special circumstances.
