The proposal would be contrary to the provisions of the South Oxfordshire Local Plan which seek to protect the District's environmental resources (policy G1). The alteration or removal of historic internal features in buildings included on the statutory list of buildings of special architectural or historic interest will only be permitted in exceptional circumstances (CON5). In this case the chapel organ was purpose designed and built for the Fairmile chapel and has formed an intrinsic part of the character of the building since its insertion. Whilst the organ has deteriorated in recent years due to a lack of maintenance, remedial works are to be undertaken to prevent further deterioration. As such it is considered that the case to support the removal of the organ does not represent an exceptional circumstance to justify the loss of the organ which would be detrimental to the character of the listed building.
