That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That prior to the first use of the premises as a dental surgery a scheme to provide an opaque screen along the full length of the stairway and on the first floor landing area shall have been submitted to and approved in writing by the Local Planning Authority and such scheme shall have been constructed, installed and retained as such. Reason: To ensure that the development is not unneighbourly. That, prior to the first use of the premises as a dental surgery, parking facilities for 5 bicycles shall be provided on the site in accordance with a scheme to be submitted to and approved in writing by the Local Planning Authority and such facilities shall be kept permanently available for use by employees and visitors to the site. Reason: To ensure that the details of the development are satisfactory.
