used for the launching and landing of boats by any person or group
other than by rowing clubs who would be permitted to use the original
landing stage, under the conditions of planning permission P95/W0108,
prior to its extension.
 
Reason: That permission for the extension to the landing stage is only
        granted on the basis that a rowing club will use it.
That no boats shall be moored to the extension of the landing stage,
other than in the course of navigation.
 
Reason: To safeguard the character of the area.
