That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That details and samples of the materials to be used for all new walls and for making good existing walls shall be submitted to and approved in writing by the Local Planning Authority before development commences. Reason: To safeguard the architectural and historic character and appearance of the listed building and the amenity of the Wallingford Conservation Area. That details of all new brickwork including bond, mortar and coping shall be submitted to and approved in writing by the Local Planning Authority before development commences. Reason: To safeguard the architectural and historic character and appearance of the listed building. That development shall not begin until detailed specifications of the type, designs and external finishes of all windows, external doors conservatories and any vents have been submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the architectural and historic character and appearance of the listed building. That the access from Wood Street shall be constructed in accordance with a specification submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the architectural and historic character and appearance of the listed building and the amenity of the Wallingford Conservation Area and in the interest of highway safety and convenience. That details of the treatment of all ground surfaces and of all new fences shall be submitted to and approved in writing by the Local Planning Authority before development commences. Reason: To safeguard the architectural and historic character and appearance of the listed building and the amenity of the Wallingford Conservation Area. That a full archaeological watching brief shall be carried out during the period of construction works in accordance with details and by a professionally competent archaeological organisation which shall have been submitted to and approved in writing by the Local Planning Authority before development commences. The brief shall include the recording of any archaeological features revealed, limited archaeological excavation and the retrieval of artefactual evidence. Reason: As the site is of archaeological importance.
