That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the building shall not be used until the external walls have been stained dark brown. Reason: To safeguard the character and appearance of the Wallingford Conservation Area. That samples of the materials to be used for the roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To safeguard the character and appearance of the Wallingford Conservation Area. That the foundation slab shall be constructed onto existing ground and shall not by excavation. Reason: To minimise harm to the root system of the adjacent tree. That any works to the adjacent tree shall be carried out by a qualified tree surgeon in accordance with BS 3998. Reason: To safeguard the adjacent tree.
