That the proposal would be contrary to Policies G5 and H6 of the
adopted South Oxfordshire Local Plan which seek to restrict isolated
development in the countryside. In this case the site lies beyond
the well defined confines of existing or proposed development
in open countryside. No evidence has been submitted to justify
setting aside these Policies and the development would be contrary
to the proper planning of the locality.
That, having regard to the vertical and horizontal alignment of the
highway in the vicinity the proposal would create a substandard
access lacking adequate visibility and additional turning movements
which would be detrimental to the safety and free flow of traffic
on the highway, contrary to Policy G10 of the adopted South Oxfordshire
Local Plan.
