Conditions / Refusal Reasons
That the development would be contrary to the provisions of the
adopted South Oxfordshire Local Plan. Planning permission will not
normally be granted for isolated houses in the countryside, nor
for development on the edge of settlements where it would extend
their built up area into the countryside (Policy H6). The conversion
of existing buildings in the countryside may be permitted provided
the building is suitable for conversion without major rebuilding,
there are no highway objections and that in the case of residential
use, other uses have been explored and found to be unacceptable
(Policy C11). In Areas of Outstanding Natural Beauty any development
which harms the natural beauty of the area will not be permitted
(Policy C2). The site lies in attractive open countryside beyond the
well defined confines of any existing settlement and in the opinion
of the Local Planning Authority requires substantial rebuilding
works to its structure to make it habitable. No evidence has been
submitted to demonstrate that alternative uses have been explored and
found unacceptable in planning terms and there is consequently no
justification for permitting a new dwelling in open countryside within
the North Wessex Downs Area of Outstanding Natural Beauty which,
together with the ancillary domestic activities and structures, would
detract from the rural character and landscape of the locality.
