That the existing building is in a very poor condition and requires
substantial rebuilding/replacement for the use proposed.  The
building does not comprise the principal part of the listed building
and the works necessary to effect the change of use, together with
the ancillary domestic activities associated with the proposed use
would detract from the character, setting and appearance of the
listed building contrary to Policies CON6 and CON7 of the adopted
South Oxfordshire Local Plan.
