That the development would conflict with policies of the adopted South Oxfordshire Local Plan which state that planning permission will not be granted for new houses in the countryside (Policy H6) and that all development should include safe access to the highway network (Policy G10). The proposal represents the creation of a self contained dwelling in the countryside. It would intensify vehicular use of an access lacking adequate visibility and would generate additional turning movements into and out of the A4130 causing hazard and impeding the free flow of traffic to the detriment of users of that highway.
