Conditions / Refusal Reasons
That the proposal would be contrary to the provisions of the adopted
South Oxfordshire Local Plan. Proposals for the re-use of rural
buildings may be permitted provided that in particular they would
not require significant alteration which would damage their fabric
or essential character, and that in the case of a residential use all
other uses have been explored and found to be unacceptable in planning
terms (Policy C11). Any change of use of a listed building must be
appropriate to its character, and proposals which would adversely
affect the setting of a listed building will be refused (Policies CON6
and CON7). By reason of the alterations to the fabric and external
appearance of the building and of the subdivision of the internal
space by new walls and floors, the proposal would be detrimental
to the structure, integrity and essentially open character of the
listed building. Furthermore, the use of the building as two dwellings
would be likely to result in the subdivision and enclosure of land
adjoining the western side of the building to the detriment of its
open setting. All other uses have not been explored and found to be
unacceptable in planning terms.
