That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That samples of the materials to be used for the external walls and roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory. That development shall not begin until a detailed specification of the type, design and external finish of all windows and external doors has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory. That the double garage permitted by the planning permission dated 18 April 1996 issued in respect of application P96/W0091 shall, in the event that the development permitted by this decision be commenced, not be constructed. If works on that garage be commenced then this permission shall lapse and become void. Reason: To safeguard the character and appearance of the existing building and the area in general.
