That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the materials to be used for the external walls and roofs shall be of the same colour, type and texture as those used on the existing building. Reason: To ensure that the details of the development are satisfactory. That the front extension shall only be implemented as part of a joint extension to both 11 and 11a Newton Way (corresponding permission under application reference P99/W0210) and it shall not be occupied prior to the completion of the front extension to the adjoining property. Reason: To safeguard the character and appearance of the existing building and the area in general and to ensure that the development is not unneighbourly.
