The Development Plan states that residential development in the Green Belt will not generally be permitted except for limited extension, alteration or replacement of existing dwellings; and limited infilling in existing villages; (Structure Plan Policy G4, South Oxfordshire Local Plan Policy GB2). Development in the countryside will not normally be allowed except for agricultural or forestry (SOLP G5). Planning permission will not be granted for new houses in the countryside or in isolated groups of dwellings (SOLP H6). In this case, Upper Grange is an isolated dwelling in the open countryside in the Oxford Green Belt. The proposal involves extensive works to an existing outbuilding which is tantamount to the provision of a new building to provide a separate and independent unit of residential accommodation. As such the proposal is inappropriate development in the Oxford Green Belt and is contrary to the provisions of the Development Plan. There is insufficient justification to override these objections. That, having regard to the number of new openings on the north east elevation and the provision of the glazed gable projection and chimney, the proposal represents an inappropriate form of development which detracts from the setting of the listed building. As such the proposal is contrary to policies G1 and CON7 of the South Oxfordshire Local Plan.
