South Oxfordshire Local Plan which state that development in the
countryside will not normally be permitted (Policies G5, H6).  In
this case, the site lies in open countryside well beyond the well
defined confines of any existing settlement where the erection of a
dwelling would represent an intrusion of built development, contrary
to the proper planning of the locality.
