Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the external walls and roof of the building be constructed and finished in accordance with a schedule of materials and finishes which shall first have been submitted to and approved in writing by the Local Planning Authority before the development commences. Reason: To ensure that the details of the development are satisfactory. That the building hereby permitted shall only be used for the cleaning of motor vehicles, as specified in the application, in association with the use of the whole property as a motor car repairs/servicing and dealership and following the first use of the facility, the cleaning of vehicles using power washers shall not take place in the open areas outside the building. Reason: To safeguard the character of the area. That the doors on the south (front) elevation of the building hereby approved shall be kept closed during the process of cleaning motor vehicles. Reason: To ensure that the development is not unneighbourly by reason of noise and disturbance. That a detailed scheme for the drainage arrangements for the process washdown shall be submitted to and approved in writing by the Local Planning Authority before development commences. Thereafter the approved drainage scheme shall be implemented prior to the first use of the building. Reason: In the interests of public health and pollution. Before the development is commenced a detailed site investigation shall be carried out to establish if the site is contaminated, to assess the degree and nature of contamination present, and to determine its potential for pollution of the water environment. The method and extent of this site investigation shall be agreed with the Planning Authority prior to the commencement of the work. Details of appropriate measures to prevent pollution of groundwater and surface water, including provisions for monitoring, shall then be submitted to and approved in writing by the Local Planning Authority before development commences. The development shall then proceed in strict accordance with the measures approved. Reason: To prevent pollution of the water environment. That the building hereby permitted shall not be used outside the hours of 8.30am to 6pm Mondays to Fridays, 9am to 1pm on Saturdays nor at any time on Sundays, Bank or Public Holidays. Reason: To ensure that the development is not unneighbourly.
