Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That the external materials and finishes of the building shall be as specified in the application or as otherwise agreed in writing by the Local Planning Authority prior to the commencement of the development. Reason: To ensure that the details of the development are satisfactory in accordance with Policy G8 of the South Oxfordshire Local Plan.

That prior to the commencement of the development a tree protection specification and a method statement indicating how works will be implemented without causing damage to the oak tree shown on drawing no. 98209 P-04 shall be submitted to and be approved in writing by the Local Planning Authority. All development on the site shall thereafter proceed only in accordance with the approved details. Reason: To protect the tree which is of considerable amenity importance and to accord with Policy C16 of the South Oxfordshire Local Plan.

That a scheme for the landscaping of the site, including the planting of live trees and shrubs and the treatment of the access road and hardstandings, shall be submitted to and approved in writing by the Local Planning Authority prior to the comencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help assimilate the development into its surroundings and to accord with Policy G9 of the South Oxfordshire Local Plan.

That prior to the first occupation of the new accommodation hereby permitted the parking areas shall be constructed, surfaced and laid out in accordance with drawing no. 98209 P-04 accompanying the application; and such parking provision shall be retained thereafter. Reason: In the interests of highway safety and convenience and to accord with Policy G11 of the South Oxfordshire Local Plan.
