That the site lies in an isolated scatter of development at Witheridge Hill outside the confines of any settlement. The replacement of the existing dwelling with a substantial two storey house would fail to comply with the volume restrictions set out in policy H16 of the Council's adopted South Oxfordshire Local Plan and would result in an inappropriate and intrusive development which would detract from the character and amenity of the locality which forms part of the Chilterns Area of Outstanding Natural Beauty. In addition the application fails to demonstrate that the cost of renovating the existing dwelling would be uneconomic. Therefore, the development would be contrary to the general/countryside and housing policies of the Oxfordshire Structure Plan 2011, particularly policies G2, G5, EN1, EN4 and H1 and the Council's adopted South Oxfordshire Local Plan, particularly policies G1, G5, C2, C6 and H16.
