Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory. That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors and rainwater goods has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory. That a scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of the access road and hardstandings, and the provision of boundary fencing and screen walling shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help assimilate the development into its surroundings. That a full archaeological watching brief shall be carried out during the period of construction works in accordance with details and by a professionally competent archaeological organisation which shall have been submitted to and approved in writing by the Local Planning Authority before development commences. The brief shall include the recording of any archaeological features revealed, limited archaeological excavation and the retrieval of artefactual evidence. Reason: As the site is of archaeological importance. That, upon first use of the proposed access the existing access serving The Lilacs shall be closed by the erection of a 0.6m high brick wall as shown on drawing 5a and the public highway and kerb line shall be reinstated in accordance with a scheme which has been first submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of highway safety and convenience. That, upon first use of the proposed access the existing vehicular access serving Brook House shall be closed by the erection of a brick wall and railings as shown on drawing 5a and the public highway and kerb line shall be reinstated in accordance with a scheme which has been first submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of highway safety and convenience. That notwithstanding any indications given in the application no cartshed/garage shall be erected within the curtilage of The Lilacs. That prior to first use of the access hereby approved the outbuilding/ barns, which lie to the south-west of The Lilacs shall be converted into garage accommodation for the personal enjoyment of the occupants of The Lilacs in accordance with a scheme to be agreed by the Local Planning Authority and thereafter retained as such. Reason: To ensure that the details of the development are satisfactory. That prior to the commencement of the development a scheme for the protection of the surface water culvert shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in all respects in accordance with the approved scheme. Reason: In the interests of public health and to avoid pollution. That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interests of highway safety and convenience. That the parking provision shall be as shown on the deposited drawing, reference 1a all constructed, surfaced and laid out, retained and maintained to the satisfaction of the Local Planning Authority. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities.
