That the proposal would result in the loss of a shop unit within the primary shopping frontage of Henley-on-Thames which would undermine the vitality and viability and the dominant retailing character and function of the shopping centre of Henley-on-Thames. Therefore the proposed change of use would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policy S3. No evidence has been provided to accompany the application to demonstrate that 8 Bell Street is no longer viable as a retail unit and therefore the Local Planning Authority sees no justification for making an exception to its planning policies. That, having regard to its inappropriate details of design and the poor relationship between the shopfront and the upper floors of the building, the proposal would detract from the appearance of the existing building and would be detrimental to the character and visual amenity of the Henley-on-Thames Conservation Area. As such the proposal would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies CON8 and CON10.
