Conditions / Refusal Reasons
That, having regard to the built-up nature of the existing industrial
estate, to the prominent location of the application site and to
fact that the proposal would result in the loss of the main area
of landscaped open space within the estate, adjacent to the site's
frontage, the proposal would result in an intrusive form of development
detrimental to the character and visual amenity of the area which
lies within the Chilterns Area of Outstanding Natural Beauty.
Therefore the development would be contrary to the provisions of the
Council's adopted South Oxfordshire Lcoal Plan, particularly policies
G1, G8, C2 and E6.
That the proposal would result in an intensification in the use of the
Busgrove Lane/Main Street junction, which is substandard in geometry
and visibility, and would thus be detrimental to the safety and
convenience of users of the public highway. Therefore, the development
would be contrary to the provisions of the Council's adopted South
Oxfordshire Local Plan, particularly policies G10 and E6.
That the site is located in a rural area, which lacks adequate public
transport, and the development would therefore be contrary to advice
contained in Planning Policy Guidance Note 13, which seeks to reduce
travel by car. It would also be contrary to the provisions of the
Oxfordshire Structure Plan 2011, particularly policy G1 and the
Council's adopted South Oxfordshire Local Plan, particularly policy G2.
In addition, and notwithstanding the issue of sustainability, the
Council is not satisfied that adequate provision has been made for the
car parking/servicing in accordance with the Council's adopted
standards. As such the proposal would conflict with the requirements
of Policy E6 of the Council's adopted South Oxfordshire Local Plan.
