Conditions / Refusal Reasons
That the proposed re-development of the site for residential purposes would result in the loss of a site which is currently available for use by employment generating development, and in particular by service trades. Therefore the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policy E8. That the development would be contrary to the general, environmental and housing policies of the Oxfordshire Structure Plan 2011, particularly policies G1, G2, EN4 and H1 and the Council's adopted South Oxfordshire Local Plan, particularly policies G1, G5, C3 and H6. The site occupies a prominent location on the edge of the settlement of Binfield Heath, adjacent to open countryside and in an Area of Great Landscape Value. The proposal would consolidate residential development on the edge of the settlement and detract from the character and visual amenity of the locality. The proposed improvements to visibility for vehicles negotiating the bend in the road are not considered to justify any departure from the planning policies of the Local Planning Authority.
