That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That a close boarded fence shall be constructed to a height of 1.8 metres along the boundary between Printer's Pie and the new dwelling as specified on the Block Plan received on 27 May 1999 prior to the first occupation of the new dwelling hereby permitted and that such fencing shall thereafter be retained. Reason: In the interests of the amenity of the occupiers of Printer's Pie and the new dwelling.
