That policy S1 of the Council's adopted South Oxfordshire Local Plan states that the existing shopping centres of the towns and larger villages in the district will be maintained and enhanced. The retail function is the main activity in Watlington village centre and underpins the economic viability of the centre. High quality and specialist retailing in comparison goods, including antiques, is an important element of the retail trade in Watlington. The loss of a large shop as proposed would diminish the attractiveness of Watlington as a destination for speciality comparison shopping, diminish the important retail function of the village centre and thereby would not serve to maintain and enhance the shopping centre. Therefore the development is contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policy S1.
