That the development would be contrary to the general, environmental and employment policies of the Oxfordshire Structure Plan 2011, particularly policies G1, G2 and E3 and the Council's adopted South Oxfordshire Local Plan, particularly policies G1, G5, C2 and E3. The site lies in an isolated scatter of development outside the built up area of Henley-on-Thames and within the Chilterns Area of Outstanding Natural Beauty. The proposal would result in an undesirable consolidation of this scatter of development and would detract from the character and visual amenity of the locality. That inadequate provision is made within the application site for car parking, which could lead to car parking elsewhere in the Swiss Farm complex to the detriment of safety and convenience of residents and visitors to the area. As such, the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policy G11.
