That, having regard to its height, and to its close proximity to the
boundary of the site with neighbouring dwellings, the proposed
staircase would result in an inappropriate and unneighbourly form
of development which would be detrimental to the residential
amenities of the occupants of the adjoining dwellings by reason of
overlooking that would result. Therefore, the development
would be contrary to the provisions of the Council's adopted South
Oxfordshire Local Plan, particularly policy H12.
