That, having regard to its size and prominent location on the frontage of the site, the proposed outbuilding, as an extension to the existing garage, would result in an incongruous form of development consolidating the amount of built development on the site, to the detriment of the character and visual amenity of the area, which lies in an Area of Great Landscape Value. Therefore, the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policy C3.
