That the development would be contrary to the general, environmental and housing policies of the Oxfordshire Structure Plan 2011, particularly policies G1, G2, G5, EN4 and H1 and the Council's adopted South Oxfordshire Local Plan, particularly policies G1, G5, C3 and H6 in that it would result in an undesirable intensification and consolidation of existing sporadic residential development beyond the limits of any settlement. The development would, thereby, detract from the rural character of the locality which lies within the Area of Great Landscape Value. The Local Planning Authority does not consider that sufficient justification has been provided to warrant a departure from its planning policies.
