That by virtue of its prominent and isolated location in the open
countryside, within the Chilterns Area of Outstanding Natural Beauty
and its proposed design, size and bulk, the proposal would constitute
an intrusive and inappropriate form of development that would be
out of keeping with and detrimental to the character and appearance
of this part of the Chilterns Area of Outstanding Natural Beauty.
The proposed building would therefore be contrary to the provisions
of the Council's adopted South Oxfordshire Local Plan, particularly
policies C2, C8 and G5, and to the advice contained in PPG 7 "The
Countryside - Environmental Quality and Economic and Social
Development".
