That, particularly having regard to its bulk, height and inappropriate
details of design, the proposal would constitute an incongruous form of
development which would adversely affect the duality and balance
of the existing building and would be out of keeping with its scale
and character. Furthermore, the proposal by way of its size and
design would detract from the natural beauty and special landscape
quality of the Chilterns Area of Outstanding Natural Beauty.
Therefore, the development would be contrary to the provisions of
the Council's adopted South Oxfordshire Local Plan, particularly
policies G8, C2 and H12.
