That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That, prior to the first use of the premises for the use hereby permitted, ventilation, extraction and fume control equipment shall be installed in accordance with details which shall have previously been submitted to and approved in writing by the Local Planning Authority. Thereafter the equipment shall be maintained in accordance with the approved details. Reason: In the interests of the amenity of occupants of adjoining premises, and to safeguard the character of the area. That, notwithstanding the terms of any license issused for the premises, the cafe/bar hereby permitted shall only be open between 08.00 and 0.30 hours Monday to Saturday and 10.00 to 23.00 hours on Sundays. Reason: To safeguard the amenities of nearby occupiers. That the use hereby permitted shall not be commenced until details of the arrangements for the storage of refuse and/or waste have been submitted to and approved in writing by the Local Planning Atuhority. Thereafter the refuse storage facilities shall be provided and retained in accordance with the approved details prior to the first use of the building for Class A3 purposes. Reason: To protect the amenities of the locality. That the building shall be used only for the purpose specified in the letter dated 29 January 1999 accompanying the application and for no other purpose whatsoever. Reason: In view of the special circumstances advanced in support of the application. That before the use commences, the building shall be so adapted as to provide sound attenuation measures in accordance with details which shall have previously been agreed in writing with the Local Planning Authority. Reason: To protect the amenity of local residents.
